U.S. Assistant Secretary of Commerce for Economic Development

Dr. John C. Fleming of Minden, Louisiana, was appointed by President Trump to serve as the Assistant Secretary of Commerce for Economic Development and was sworn into office on Friday, March 15, 2019.

As head of EDA, Dr. Fleming will be responsible for fulfilling the agency’s mission of leading the federal economic development agenda.

A four term U.S. Congressman serving Louisiana’s 4th Congressional district from January 2009, to January 2017, Fleming is also a physician, businessman and former Webster Parish coroner. His public career also includes medical service in the U.S. Navy.

Prior to joining the Department of Commerce, Dr. Fleming served as a deputy assistant secretary in the U.S. Department of Health and Human Services overseeing technology modernization efforts.

Dr. Fleming earned his Bachelor’s degree at the University of Mississippi, and his M.D. at the University of Mississippi.

Deputy Assistant Secretary for Regional Affairs

Dennis Alvord serves as Deputy Assistant Secretary for Regional Affairs, directing and supervising the activities of the Economic Development Administration's (EDA) Office of Regional Affairs (ORA), which includes all six EDA Regional Offices, the Performance and National Programs Division, the Integrated Economic Development team, and the Regional Innovation Strategies program. Earlier in his career, Mr. Alvord served in EDA in various positions, including Acting Deputy Assistant Secretaries for ORA and External Affairs. He also led the bureau’s work with the Organization for Economic Cooperation and Development where he served as Vice-Chair of the Working Party on Territorial Policy in Urban Areas.

Previously, Mr. Alvord served as Senior Advisor to the Deputy Secretary of the U.S. Department of Commerce. In this role, he worked on a broad portfolio of department-wide management, operations, program and policy issues. As Senior Advisor, he served as Co-Chair of the Department of Commerce's 2016-17 Presidential Transition, coordinating efforts across the Department and with the White House and President Elect's Transition Team. He has also served as Executive Director of BusinessUSA, a multiagency customer service initiative that promoted and improved access to business assistance resources, and as Executive Director of the Department of Commerce’s CommerceConnect initiative, which simplified access to the department’s business solutions.

Before joining the federal government, Mr. Alvord was a Project Manager in the Infrastructure Finance Group of the Bethesda, Maryland-based environmental and transportation consulting firm Apogee Research, Inc.

Mr. Alvord has a Master of Public Administration degree from George Washington University, and a Bachelor of Arts degree in political science from the State University of New York College at Cortland. He is a recipient of the 2015 President’s Award for Customer Service.

Chief Financial Officer/Chief Administrative Officer

Greg Brown is EDA's Chief Financial Officer and Chief Administrative Officer. As CFO/CAO, Mr. Brown provides senior executive leadership in the strategic planning and management of all financial, budget and administrative activities and related financial systems at EDA.

Mr. Brown came to EDA from the U.S. Department of Transportation after serving on a Senior Executive Service career appointment as the Deputy Director of the Office of Budget & Program Performance. He provided leadership, advice and guidance to the Office of the Secretary in the development, implementation, and administration of Department's budget, financial management and performance management.

Mr. Brown is the former Chief Administrative Officer for the Maryland Transportation Authority. In this capacity, he directed all agency administrative functions including information technology, procurement, human resources, and inventory control. Prior to joining the Authority, Mr. Brown served as Chief Financial Officer and Deputy Chief Financial Officer for the District of Columbia's Department of Corrections. Previously, he was Branch Chief for Public Education and Community Services with the District's Office of Budget and Planning and also held fiscal oversight positions with Baltimore City Community College, the National Association of State Budget Officers, and the Maryland General Assembly.

Mr. Brown holds undergraduate and graduate degrees in economics from Morgan State University.
