2019 EDA FEVS Analysis

EDA is pleased to provide you with the following analysis of our 2019 Federal Employee Viewpoint Survey (FEVS) results. The results are located on this site as 2019 EDA AES for Internet.

Participation: 161 Economic Development Administration (EDA) employees were notified by email of the survey; of those, 145 employees responded for an 90.1% response rate, an increase of 4.0% from 2018. In 2018, two EDA offices achieved 100% response rate; in 2019, four EDA offices achieved 100% response rate. This data compares very favorably with the government-wide response rate of 42.6% and Department of Commerce overall response rate of 54.2%. EDA’s high participation is one of our strengths.

Highlights: By every indication, EDA continues to show improvements in FEVS. We improved again in 2019, with a relatively consistent upward trend since 2013. These results validate that actions we have been taking are positively impacting our workforce and our organizational health. Some of the highlights include:

  • Strengths - 48 of the 71 core items/questions had Positive scores of 65% or higher in 2018, classifying them as strengths. This is an increase from 46 in 2018. 18 core items/questions had Positive scores of 80% or higher.
  • Challenges – Only four core items/questions had Negative scores of at least 35%, classifying them as challenges. 38 core items/questions improved in 2019 while 33 declined for 2018.
  • FEVS Indices:
    • Employee Engagement Index (EEI) improved across each area with a total score of 75.3%, a 2.4% improvement from 2018. “Leaders Lead,” at 67.2% is a 3.2% improvement; “Supervisors” improved by 1.1% to reach 80.5%; and “Intrinsic Work Experience” 78.2%, an increase of 3%. The results establish EDA’s EEI as a strength.
    • Global Satisfaction Index (GSI) increased by 4.8% to reach 76.5%. The GSI is the basis for the Best Place to Work rankings.
    • The New Inclusion Quotient improved for the sixth year in a row to achieve a 68.6%. The area of “Fair” improved by 4.1% yet still lags at 58.2%.
    • Effective Communication Index is a new area for EDA to measure. For 2019, we achieved a 72.9%. The greatest strength is “Employee and Supervisor” at 79.6%.

Organizational Health: EDA is committed to using the FEVS results and other performance indicators to continuously improve EDA’s organizational health for our employees and the communities we serve. Many of our ongoing projects and initiatives to improve EDA’s work environment, customer-focus, and employee engagement will continue, some will be enhanced, and others will be added. Our improvement process is a journey we all must take together.
