EDA announced 17 investments from August 18-24, 2023, totaling $9,659,072, which is matched by $6,325,788 in local investments.  These investments include the following: (1) $300,800 in one Economic Adjustment Assistance project to help communities design and implement strategies to adjust or bring about change to their economy in response to structural damage to their underlying economic base; (2) $7,724,580 in three Public Works projects to help communities revitalize, expand, and upgrade their physical infrastructure, which includes two projects for $6,012,000 that will help create 51 jobs and leverage $14,050,000 in private investments; (3) $988,692 in seven Technical Assistance University Center projects to make the varied and vast resources of universities available to the economic development practitioner community; (4) $70,000 in one Local Technical Assistance project to strengthen the capacity of local or state organizations and institutions to undertake and promote effective economic development programs; and (5) $575,000 in five Partnership Planning projects to support the development and implementation of the Comprehensive Economic Development Strategy process.

  • $300,800 in one Economic Adjustment Assistance project, as follows:
    • $300,800, with no local match, to the Guam Department of Administration, Asan/Guam, to support the Guam Department of Administration with conducting a feasibility study to assess Guam's capacity to manufacture pharmaceuticals, including medical equipment and supplies on the island.  Investing in this project will allow the Government of Guam to identify other economic drivers beyond tourism, potentially reduce dependence on foreign economies for critical medications, and increase U.S. manufacturing of prescription drugs.  Once completed, the study will help provide a roadmap to attract pharmaceutical companies and advance economic resiliency on the island.
  • $7,724,580 in three Public Works projects, matched by $4,643,357 in local investments, as follows:
    • $4,000,000, matched by $1,000,000 in local investment, to the Port of Oswego Authority, Oswego/Oswego County, New York, to support the Port of Oswego Authority with acquiring new cargo to handle equipment and making rail infrastructure improvements needed to increase export capacity and bolster access to global markets for local business in Oswego County.  The project will support procurement of a radial telescopic ship loader conveyor, along with upgrades to railroad track at the port.  In addition, the shipping companies will be able to have quicker turnaround time loading ships and will decrease less dock time.  Once completed, the Port will be able to attract private investments and create new employment opportunities throughout the region.  The grantee estimates that this investment will help create 19 jobs and leverage $50,000 in private investment.
    • $2,012,000, matched by $503,000 in local investment, to the Town of Madawaska and Madawaska Water District, Madawaska/Aroostook County, Maine, to support the redevelopment of the town's downtown plaza in Madawaska.  The project will help revitalize the town center and the economic recovery of this small, but major commercial port entry.  The project work includes the revitalization of Madawaska’s downtown plaza, including the expansion of the Farmers Market, renovation of a vacant building to house co-working offices, and transportation infrastructure improvements.  Once completed, the project will promote business and job growth in the border community and attract private investments throughout the region.  The grantees estimate that this investment will help create 32 jobs and leverage $14,000,000 in private investment.
    • $1,712,580, matched by $3,140,357 in local investment, to the Ozarks Technical Community College, Nixa/Christian County, Missouri, to support the construction of a new workforce training facility on the Richwood Valley Campus in Christian County.  The training facility will provide space to expand the college's current agricultural industry training program and provide dedicated instructional space for an expanded line-worker training program.  Once completed, the project will help trained workers from this program be placed in high quality jobs, increase economic opportunities for the community, recruit new industries into the area, and advance economic resiliency throughout the region.
  • $988,692 in seven Technical Assistance University Center projects, matched by $1,052,431 in local investments, to support the third year of a five-year University Center program, as follows:

  • $70,000 in one Local Technical Assistance project, matched by $70,000 in local investment, as follows:
    • $70,000, matched by $70,000 in local match, to the Commonwealth Regional Council, Farmville/Warren County, Virginia, to support the continued development and implementation of a comprehensive economic development strategy (CEDS) for the region, which comprises the counties of Amelia, Buckingham, Charlotte, Cumberland, Lunenberg, Nottoway, and Prince Edward.  The CEDS process is designed to bring together the public and private sectors in the creation of an economic development roadmap to diversify and strengthen the regional economy.
